Check the XP CD notes at http://www.aumha.org/a/xpcd.htm. Down the page a bit, you'll find a note about "My CD drives have vanished...". Download the .reg file there, and run it on your system. This will usually clean up the bogus setting (often left over from old recording software) that causes the drives to

Even try unplugging the ribbon cables, reboot, then shut down, plug in the ribbon cable for one CD drive at a time, in Device manager see if you are getting any Shut down, connect the other drive (maybe pull the first cable out first?) and try booting with the second CD connected to see if that shows up.

Maybe a boot with the drives disconnected will get rid of those entries in the registry and allow you to re-install them. You could also try finding those entries in the registry and deleting them.
